Looks like the backdrop in one of those old turn of the century seaside photographic studios with clouds and curtains and usually a table or pillar (hence the rock) with a strategically placed book or flowers visible. I'll look for an example.
Phil the large piece of rock is to do with the way rock is manufactured, strips pulled coloured sugar are made into a large piece like this and then rolled on a warm surface until it is the right thickness, this is how they managed to get it to say Ramsgate all the way through.
It looks like this was some kind of competition with the backdrop of a photographic studio and what appears to be a certificate. I remember "Rowlands Rock" manufacturing in the window of their shop in Harbour Street Ramsgate and at Margate Harbour, but I guess these photos were taken before my time.
Well times have changed they certainly wouldn't be allowed the cigarettes they are holding nowadays.
